  He was the son of Samuel (Rheyer) and Julian, her maiden name thought to be Schak. Samuel first married Catharine Lampshear, after her death, he married Mary Lampshear. During the Revolutionary War, he served as captain of a company from the vicinity of Waynesboro, Franlkin County and also in the fifth company, First Battalion, Cumberland County Militia. He was among those petitioned for the erection of a new county Franklin at the 1784 session of the General Assembly. On March 27, 1786, he was appointed a justice of the peace and served as judge of the court Franklin county for several years. Samuel Royer married first in 1761, Catharine Lampshear, who bore his children: Daniel Royer, married Catharine Stoner; Samuel Royer, married Susannah Mack; John Royer, married Jane Bogg; Jacob Royer, married Mary Keagy; Elizabeth Royer; and Catharine Royer.
